Since the end of 2021, the cost of gasoline in Russia has increased by an average of one percent, and diesel by 1.8 percent, while inflation was 1.16 percent. At the same time, the export price of AI-95 increased by 26 percent, while the wholesale price in Russia increased by only 4 percent. Because of this, and also because of rising oil prices, fuel exports have become more profitable for oil companies than domestic sales.
The damper is calculated taking into account the base prices set by the authorities. If export turns out to be more profitable than deliveries within the country, companies are paid the difference from the budget. Base prices will remain at the level of 55.2 thousand rubles for gasoline and 52.25 thousand rubles for diesel, but the size of the surcharge will increase.
